Co-Chair
Serena Aikins-McArthur,
Bristol Bay Native Association
Mrs. Aikins-McArthur is a Tribal member of the Clarks Point Village Council and currently resides in Dillingham. She and her husband of 25 years have raised their 3 children in Dillingham but enjoy returning to Clarks Point every summer to commercial fish and participate in subsistence and cultural activities with their children and 4 grandchildren.
Mrs. Aikins-McArthur is the Director of Workforce Development for the Bristol Bay Native Association (BBNA). She is responsible for oversight of the department that provides employment-related services to eligible participants of the Bristol Region. BBNA Workforce Development houses its 477 Services Program, Low Income Heating Assistance Program (LIHEAP), and Tribal Vocational Rehabilitation (TVR) Program. Additionally, Mrs. Aikins-McArthur currently serves as member of the UAF Bristol Bay Campus Advisory Council and is the co-chair for the Alaska Native Coalition on Education and Training (ANCET).

Rosa Skonberg
Kodiak Area Native Association
Rosa Skonberg has called Kodiak home since the age of four, embracing the values of this unique community and the beauty of Alaska. Originally from El Salvador, Rosa is deeply committed to supporting Alaska Native communities and advancing workforce and economic development. As co-chair of the Alaska Native Coalition for Education and Training (ANCET), Rosa proudly contributes to initiatives across Kodiak and Alaska, focusing on expanding opportunities through P.L. 102-477 programs.
With nearly a decade at the Kodiak Area Native Association (KANA), Rosa currently serves as the Workforce and Economic Development Director. In this role, she oversees a range of programs integrated under KANA’s 477 Plan, including TANF, Childcare Assistance, Tribal Vocational Rehabilitation (TVR), Adult and Youth Employment services, Higher Education Scholarships, General Assistance, and Adult Non-medical Care Services. Rosa also manages KANA's economic development efforts, such as the Partnership Planning grant and Recompete Plan, ensuring resources are available to promote economic independence and stability.
As a parent of three Alaska Native sons, Rosa’s commitment to family and community has shaped her career, driving her to provide integrated services that support the whole person and promote self-sufficiency. Through strong partnerships with local tribes, organizations, and stakeholders, Rosa is dedicated to building a resilient future for Kodiak. Her work with ANCET and dedication to P.L. 102-477 initiatives reflect a steadfast commitment to unity, progress, and a thriving future for all native communities.

Treasurer
Jacob Timmons
Aleutian Pribilof Islands Association
Mr. Jacob Timmons is a life-long Alaskan, born and raised in Eagle River, Alaska. Since 2016, Mr. Timmons has been employed by Aleutian Pribilof Islands Association (APIA) and is the Administrator for the Employment, Training and Related Services Division. During his time with this team, Mr. Timmons has been dedicated to providing integrated services with the purpose of enhancing the self-sufficiency of the individuals, families, and communities of the Aleutian/Pribilof Islands region. In addition to his work with APIA, Mr. Timmons also contributes to improve access to training and resources for Tribal LIHEAP grantees as a Senior Policy Analyst with APPRISE Solutions; as well as being elected as Treasurer to the Alaska Native Coalition on Employment and Training (ANCET) since 2018.
